The website has decided to launch a debate on its &quot;Bulletin Board&quot; on a controversial subject: Why was joint secretary and financial advisor Surajit Mitra transferred out of the ministry of petroleum ? It is very unusual for a joint secretary-level officer to be transferred in the middle of his tenure. The transfer has caused bitterness amongst petroleum ministry bureaucrats who believe that Mitra paid the price for being honest and straight forward. It is learnt that Mitra&quot;es transfer orders came straight from the Prime Minister&quot;es Office (PMO). Neither the petroleum secretary nor the expenditure secretary was consulted. The cabinet secretary met Mitra on the day of his transfer and it is learnt that he had also expressed his displeasure over the transfer. Then, who really was responsible for Mitra&quot;es transfer ? Was it the contractor lobby which was visibly upset over Mitra&quot;es ability to dig up dirt on some of the contracts that were being awarded or was it one of the disgruntled CEOs of a public sector company who was unhappy with the intrepid joint secretary&quot;es constant &quot;meddling&quot; in his affairs ? This website has begun an investigation into the strange and mysterious transfer of a low-profile, hard working bureaucrat whose only fault was that he worked hard and he worked fearlessly. His transfer has been taken as a fait accompli in the corridors of power, as an act of a superior power that cannot be questioned. But this website does not believe that any power is above scrutiny, that a man has to be transferred because he did a hard day&quot;es job.

Hey its a pretty belated reply. Sicne it happened in 2003 there cannot but be such malaise expected out of the then Appts Committee of Cabinet(ACC) as the composition of the then ACC was Brajesh Misra(the de facto PM), Ashok Saikia(JS, Appt PMO) and Ranjan bhattacharya, with RIL being the member secy of this ACC.The cabinet secretariet as a whole was persona non grata. The disgruntled CEO of PSU would be none else than the one and only ED who became CMD without sitting on the board as a director and he has paid a nice price now for showing his weight around during NDA regime. At least Nayyar(Dir, IOC) had a few months of name sake experience as ED before becoming Dir(P&BD), IOC. Such adhoc postings and promotions happen all the time, be it NDA or UPA. This system cannot be changed.

It is time that the concept of transfers is given a go-by. It is one of the most expensive routines in the Government expenses , by time and money involved.

Everything is fair and love , war and poliitcs. Honesty is the best policy, an ancient adage has been given a pass by our babus and mantris in the corridors of power. It was but expected that a principled and ethical person like Mr Mitra would be hounded out. But then this is what happens when you take on the powers to be.... Well i hope Mr Aiyar does take note and does something rather than uttering empty rhetorics with some fancy Aiyarisms.
